Issuers
Issuers play a crucial role in managing the registration of ‘Registrants,’ which include production device owners or entities acting on their behalf, along with their respective production devices in a specific country or region. Without proper authorization from an Issuer for a particular area, G-RAC certificates cannot be issued for production devices located there. Issuers are also responsible for issuing G-RAC certificates, a process that involves thoroughly verifying the associated data.
For each Product Code in every country, the Global Attribute Tracking Standard (GATS) Foundation Board must grant approval or appoint an Issuer to implement the rules outlined in the Product Code, ensuring they align with the GATS framework.
Ideally, a local Issuer is preferred for this role, as they bring valuable insights into the country or region’s legislation and can ensure the Standard is applied consistently and effectively. That said, a range of entities can take on the Issuer role, including for-profit companies, non-profit organizations, or government bodies. Most importantly, Issuers must maintain independence from market activities. This means they cannot be involved in producing or trading G-RAC certificates, ensuring fairness and transparency in their operations.
